- It is one of the allocation systems for industrial land, under which private sector companies (industrial developer companies) undertake the development, management, and promotion of the industrial zone allocated to them locally and internationally, and dispose of it to industrial investors at prices and in accordance with the terms agreed upon with the Authority in the industrial developer contract.
- Contributing with the State in the development, utilities connection, upgrading, and promotion of industrial zones.
- Working to attract private sector expertise toward connecting utilities, financing, marketing, developing, operating, and managing private industrial zones in order to create a business environment and achieve the State's policy in partnering with the private sector for sustainable economic development.
- Facilitating communication with government entities in case the investor requests the developer's intervention and assistance in obtaining all necessary approvals and licenses to establish their project.
- Achieving sustainability within industrial zones through commitment to environmental specifications, standards, civil defense, and occupational safety and health.
Legal Reference for Disposing of Land Under the Industrial Developer System
- Articles (51, 52, 53, 54, 55) of the Executive Regulations of the Law of the Industrial Development Authority (IDA) promulgated by Law No. 95 of 2018, specifying the procedures for disposing of industrial land under the industrial developer system and setting forth the conditions that must be satisfied by industrial developer companies.
- Prime Ministerial Decree No. 50 of 2025 and its amendments, specifying the payment method for the industrial developer system, as well as land pricing for the industrial developer.
- Providing land to the industrial developer, as the Authority seeks to allocate large areas to industrial developers across all new industrial zones.
- Establishing clear, flexible, and effective rules governing the work of the industrial developer through: • Contracting with applying companies under the industrial developer system in accordance with the standard contract model prepared by the Authority. • Coordinating with competent authorities to provide essential utility quotas at the outer boundaries of the land plot allocated to the developer (roads - water - sewage - gas - allocating electricity quota from the nearest station). • Approving the detailed master plan and its amendments for the industrial zone. • Approving standard contracts between the industrial developer and the investor. • Approving contract addenda concluded between the industrial developer and the investor regarding sale - merging - termination - lease - administrative modification.
- Monitoring the industrial developer's implementation of their obligations under the contract concluded with the Authority, and issuing compliance certificates to the industrial developer upon completing all their obligations.
- Overcoming obstacles and resolving problems facing the developer with state entities.
- Providing all information and technical consultations, considering the Authority as the body tasked with regulating industrial activity in Egypt.
- Reviewing and approving contracts concluded between the industrial developer and the investor.
- Reviewing and approving addenda to approved contracts between the investor and the developer (assignment - lease - change of activity - modification).
- Granting grace periods to contracted investors in accordance with regulatory decrees.
- Coordinating between the investor and the developer regarding problems facing the investor.
- Issuing building permits, operating licenses, and industrial register certificates by the Authority.
- Companies carrying out industrial developer activities must satisfy the following conditions:
- Take the form of an Egyptian joint-stock company.
- The issued capital of the company shall not be less than the value specified in the tender conditions booklet, according to the area and location of the zone to be developed and upgraded.
- The company's objectives must include the development and upgrading of industrial zones.
- The management of the company must possess the necessary expertise and competence required for its operations.
