The Industrial Development Authority (IDA) Announces Results of First Industrial Land Tender Under 'Lease-to-Own' Scheme via Egypt Industrial Digital Platform

IDA announced today the results of its first industrial land tender under the 'lease-to-own' system. The tender resulted in the allocation of land plots with a total area exceeding 300,000 m2, distributed across eight industrial zones: New Borg El-Arab (Alexandria), Wadi El-Natrun (Beheira), Al-Katameya (Cairo), 10th of Ramadan (Sharqia), New 6th of October (Giza), Sadat City (Monufia), New Tiba (Luxor), and New Akhmim (Sohag).


Dr. Nahed Yousef, Chairperson of IDA, emphasized that this offering implements the directives of Eng. Khaled Hashem, Minister of Industry, to deliver innovative, unconventional investment solutions designed to stimulate the private sector and alleviate upfront financial capital burdens on prospective investors. Applications were open via Egypt Industrial Digital Platform from August 15 to 31. She noted that the release of results followed the rigorous examination and technical evaluation of all investment applications immediately upon the close of the submission window. The evaluations were managed through an integrated digital framework utilizing fully automated, objective assessment parameters to maintain the highest standards of integrity, transparency, and meritocracy among all applicants.
Dr. Yousef further stated that the significant turnout underscores strong investor confidence in this novel system—the first of its kind in Egypt—which serves as a key alternative pipeline for industrial land provision. The framework maximizes financial relief for investors by allowing them to initiate operations with minimal upfront expenditures, thereby preserving liquidity to direct toward civil works and the procurement of advanced equipment and machinery. Furthermore, the scheme grants complete flexibility to transition into outright ownership upon demonstrating project viability and commencing commercial operation, with all prior rental payments fully credited toward the total purchase price of the land.
IDA Chairperson highlighted that the offered plots were strategically aligned with targeted manufacturing sectors to deepen local content, bridge import gaps, and enhance the economic feasibility and long-term sustainability of the ventures. The offering encompassed promising investment opportunities across vital strategic sectors, primarily engineering industries, pharmaceuticals and biotechnology, food processing, chemicals, building materials, automotive and auto components, electronics, and textiles and ready-made garments.
Dr. Yousef added that applicants can query the detailed status of their submissions and allocation outcomes starting today by accessing the official portal (www.egyptindustrialhub.com). Simultaneously, IDA is dispatching notification text messages (SMS) and emails to successful applicants to inform them of the results and initiate plot handover protocols. She stressed that allocated investors must strictly adhere to the mandatory 24-month project implementation timeline, calculated from the official date of land handover. 
The timeline consists of four defined milestone phases:

  • Phase I     (within 6 months): Issuance of Building Permit
  • Phase II (within 12 months):    Completion of 100% of Building foundations
  • Phase III (within 18 months):    Completion of 100% of the construction work under the building permit. 
  • Final Phase (within 24 Months): Full Project Execution, Issuance of Operating License, and Industrial Register.

She concluded with a strict warning that failure to meet any specific milestone along the project timeline will result in the immediate revocation of the allocation and repossession of the land plot, guaranteeing investment compliance and ensuring the optimal utilization of state industrial land.
