Industrial Development Authority Announces the Offering of 540 Industrial Land Plots under a “Lease-to-Own” System, Covering a Total Area of 5.7 million m² Across 20 Industrial Zones in 15 Governorates

Industrial Development Authority(IDA) announced the launch of the first offering under the “Lease-to-Own” System, comprising 540 industrial land plots with a total area exceeding 5.7 million square meters, geographically distributed across 20 industrial zones in 15 governorates nationwide. Applications will be received electronically through the Digital Egypt Industrial Platform (https://egyptindustrialhub.com/) from Saturday, 15 August 2026, until 31 August 2026.

IDA Chairman, Dr. Nahed Youssef, stated that the Lease-to-Own System is a system introduced by the Authority in implementation of the directives of Eng. Khaled Hashem, Minister of Industry, with the aim of advancing the industrial sector and providing unconventional tools and mechanisms that support investors and enhance the investment environment.
She noted that the sizes of the offered plots vary to accommodate all project sizes, starting from micro, small and medium-sized enterprises (MSMEs) through to large-scale projects. She further explained that all the offered land plots are linked to the targeted industries, including pharmaceutical and biotechnology industries; engineering industries, automobiles and their components; electronics and precision equipment; chemicals; building materials; food industries; spinning, weaving and ready-made garments.
This is aimed at directing investors towards sectors with actual needs during the coming period, thereby enhancing the economic feasibility of projects, increasing their chances of success and sustainability, facilitating their expansion, supporting plans to deepen local manufacturing, and increasing national exports.
Youssef added that the lease period under the Lease-to-Own System extends for a maximum of 21 years, with an annual rental fee equivalent to 5% of the price per square meter of the land, subject to an annual increase of 10%. The land valuation shall be reviewed every 7 years in accordance with the applicable regulations.

The investor shall be entitled to submit an application to purchase the land once seriousness has been demonstrated through the commencement of actual operations and obtaining the operating license and industrial register. She pointed out that, upon ownership, all amounts previously paid as rent shall be deducted from the total land price, based on the approved price applicable at the time of submitting the ownership application. The investor shall then pay 25% of the remaining value, with the balance payable in three annual instalments bearing the applicable interest.

The Chairman of Industrial Development Authority explained that the Lease-to-Own System aims to reduce the initial financial burdens on investors, so that they are not required to pay the full price of the land upfront. This enables investors to direct all their resources towards establishing the factory, purchasing modern machinery and equipment, and preparing production lines in order to commence actual manufacturing as soon as possible.

She noted that this system is being added to the existing and regularly implemented land allocation mechanisms, namely the “Ownership” and “Usufruct” systems, which are periodically offered through the platform. This diversity and multiplicity of allocation mechanisms aims to provide investors with greater availability and flexibility, allowing them to select the investment mechanism and financial facilities most suitable for their needs.

The Chairman of Industrial Development Authority further indicated that the application process and purchase of the terms and conditions booklets for the current offering will be conducted entirely electronically through the Digital Egypt Industrial Platform (https://egyptindustrialhub.com/). Investors can access the Lease-to-Own Services link and then follow the steps below:

  1.  Log in / Create an Account.
  2.  Review and purchase the Terms and Conditions Booklet before starting the application.
  3. Complete the company’s basic information.
  4. Review the available investment opportunities and select the desired opportunity from the map.
  5.  Prepare the economic and technical feasibility study for the project.
  6. Upload the required documents and pay the booking deposit electronically.

Applications will be reviewed, adjudicated, and the results announced within 15 days from the closing date for applications, in order to expedite the land allocation procedures.
