INDUSTRIAL DEVELOPMENT AUTHORITY (IDA) Continues Campaigns to Reclaim Unutilized Industrial Lands: Field Raids Executed in "New Beni Suef" and "Al-Matahra in Minya" to Repossess Plots from Non-Serious Allottees.
As part of the expanded national plan to reclaim unutilized industrial lands—executed by (IDA) in coordination with jurisdictional entities, city development authorities, and relevant bodies to safeguard industrial assets— IDA has extended its intensive field inspection campaigns across Upper Egypt governorates.
A joint committee headed by Eng. Hazem Anan, Deputy Chairman of IDA, carried out land repossession procedures across several industrial zones in Beni Suef and Minya governorates. This action enforces the strict directives of Eng. Khaled Hashem, Minister of Industry, to recover all non-serious, non-productive industrial plots and industrial units.
Dr. Nahed Youssef IDA’s Chairman, confirmed that the campaign resulted in the execution of revocation decisions for several industrial plots in:
•    New Beni Suef Industrial Zone (Beni Suef Governorate): Executed in the presence of Eng. Ahmed Namour, Vice Chairman of the New Beni Suef City Development Authority, alongside provincial security officials.
•    Al-Matahra Industrial Zone (Minya Governorate): Executed in the presence of Major General Khaled Ezz El-Regal, Head of the Central Administration for Land Allocation and Follow-up, and Eng. Noha Fathy Abdel Rahman, Executive Director of Al-Matahra Industrial Zone Authority.
The repossession procedures were enforced following thorough reviews of the execution status of these plots. Inspections established that allottees had committed contractual breaches by exceeding approved project timelines and failing to utilize the additional grace periods granted by the Ministry, without commencing actual construction or production operations.
Dr. Youssef emphasized that expanding the campaign's scope across all industrial zones nationwide reflects the Ministry's vision to restructure and optimize vacant space, putting an end to land trading, warehousing, and speculative practices. She noted that repossessing these lands aims to realign industrial investment, converting stagnant land into productive hubs that contribute directly to Egypt’s Gross Domestic Product (GDP).
IDA stressed its direct commitment to ministerial directives, underscoring that these campaigns are not a temporary measure, but a permanent approach and continuous operational policy executed under a strict timetable across all industrial zones and complexes nationwide. IDA announced that periodic re-inspections and routine field visits will be conducted across all previously visited cities and governorates.
IDA affirmed that all repossessed lands and plots will be re-tendered and re-allocated with complete transparency via the Egypt Digital Industrial Platform. This will make land available to serious investors and companies seeking genuine expansion, thereby accelerating industrial production, generating employment opportunities, and driving industrial momentum across all governorates.
